My IE 7 flash player just stopped to run one day and I got this message of tn_19166 error.
Look up on the Web and many others like me have same problem.
Try many many different ways but never have my problem fixed, but one day.. wallah.. and problem solved.
The problem:

To fix it, try following my step and good luck!
What are you going to do is to reset your registry permissions on Windows (Vista) in my case, this is my registry screw up and prevent the flash from installing.
1. Uninstall Flash player from control panel.
2. Make a backup of your registry (is up to you, i didn’t do that)
3. Download and install subinacl.exe
4. Download reset.cmd (run it and it may take a long time) * you need to have administrative rights on your computer (accounts) in order to do it.
5. restart your computer and reinstall the flash player again and you should be happy now.

Thank you Thank you Thank you !!! After fighting this terrible problem for the past 2 days, you have solved my problem. It worked ! I installed Flash Player 10 on WinXP SP3 successfully and I can now browse web pages with Flash normally now.
Added bonus — your fix also works for installing Windows Media Player 11. I previously had the same type of problem installing WMP11 as for Flashplayer 10 and now it works !! You have probably saved me many more hours of painful uninstalls & reinstalls.

I found other solution.
- Uninstall flash player.
- Execute the RegMon (use google to found and download) and keep filtering for FLASH and highlight ACCDEN.
- Execute the flash player installation and wait the messagem occurs.
- Return to RegMon and search for the red highlighted lines, then double-click these lines to open regedit in that key.
- Right-click the key (folder) in regedit and choose “Permissions…” to applay a full control on Everyone user.
- Close all programs and run the install flash player again, and it will works.
